D2 and all future Destiny Games are PVP games. Not much development needed for PVP just a few maps every couple of months a couple of weapons. PVP is cheap to create and maintain. PVE requires work, thought, design and MONEY!!! $$$$$$$$$ Bungie only wants to rake in money not spend it to make a better product or a decent PVE environment / Game.
