Use snowballs for the correct purpose please!
Always use them in the Tower to inconvenience people doing their rounds between the NPCs.
Make them take their time and enjoy the scenery.
Slow and steady wins the race!

They are fun in heroics to start a fight. They are fun in the tower for the same reason. I've been waiting at the tree by the stairs for people going to ikora.
