Keep the two entities separate, make my top tier legendaries and exotics feel like something special in PvE and do whatever is required for balance in PvP, Thus keeping everybody happy.
*Side note* buff all them terrible exotics weapons also.

So unless and until they completely separate the two game types it's not going to matter since it's impossible to make changes to one and not affect the other, often adversely, in some way. Each player had the same identical weapons and armor. The only difference being individual skill and weapon/armor color choices.
