Nope never seen this, then again I've been active with arms day every week even into year 3 (I enjoy it, plus there are some great weapons in there, my gunsmith rank is 49 lol).

Check out the Parthian Shot at the Vanguard vendor. Wait for Braced Frame (PvP) or Hand-laid Stock (PvE), with Counterbalance, and Rodeo (PvP) or Feeding Frenzy (PvE). Substitute Counterbalance with Head Seaker if you don't mind the leftward recoil pattern.
