First of all, realize that D2 is by now basically set in stone and all the devs are doing is fine-tuning... so... yeah. This is not going to change anything.
Having said this, I won't be heartbroken if there is a 3oC system in D2, but it would surprise me too. I think Bungie realize that the loot system needed a thorough overhaul and needed to be made into a true Smart Loot System, as advertised previously.
I don't know how many exotics there will eventually be, but if the system is set up so that it averages... let's say, 1 or 2 armor pieces and 1 weapon drop per week, per character.... and it is weighted so that those drops are analyzed and are 60-75% likely to be an exotic NOT ever dropped on your account before... that would be a working Smart Loot system. Only 3 weapons per week is awful, if it's the same 3 weapons. If it's 3 different weapons- that's not bad. Add 3 to 6 armor items between your characters... PLUS quest exotics.... I could deal with that.
Now, if the mechanic for getting those items to drop is similar to the 3oC- well, in that case, my example rates would be a really really low rate of return. 3oC was introduced late in the game to make up for crappy RNG. If the RNG is fixed, they don't need 3oC.
