Just tried this with 5 fireteam members (yes including me) and none of us got it after 10 to 20 attempts. correct me if I'm wrong but isn't the code 123145323134? why is Bungie not contacting players regarding this issue?

Yea, I had this problem too. Turns out that if [u]you[/u] don't ring the bells, don't get the achievement. (ie: if you have a fireteam of six, five ring the bells and one calls out the order, the one who called out doesn't get it.) I'm also mostly sure that you can't get it if you already wrung the bells correctly during that time in the social space. If you did ring the bells with your fireteam, than it's just a glitch and you should try again with a different group later.

Achievements can take a while to activate sometimes, but there's a method you can use to speed up the process. Go to Settings, and instead of Change Character, choose Change/Switch Profile, then log back into Destiny with the profile that completed the achievement.
