The bars signifies your connection quality to the host of the PvP match and is not wholly representative of your internet connection and certainly not analogous with your up/down speeds on a locally available server (when you run your speed test). Furthermore, late in the evening represents primetime for internet access. If you are utilizing internet other than fiber or dedicated line, then you may be subject to high utilization in your area. This problem can be further compounded by various cable companies "speedboost" technology with allows for relative small amounts of data to be "boosted" in speed enabling things like speedtests and presumably Destiny's connection based match-making to be fooled into believing your connection to the host or his to you is "fast" when in fact it can become quite slow when taxed with sustained data once the match begins. If I were a bungie employee, i would of course recommend you to through the bungie support thread on connection troubleshooting...it is still possible that you have a setting somehwhere that could be improved. But i'm not a bungie employee so let me just say...it's probably not anything you are doing.
