Can bungee look back few days to check rep levels
Is it possible for Bungie to go back a few days and check rep levels if levels have gone down

I'm going to say you're probably mis-remembering your Vanguard rep which is at level 25. Considering you just had a major misunderstanding with simple text on the forum, it's not beyond the scope of reality to believe you're remembering which faction you had lvl25 in as well.
