Well, I guess the best answer would be that in Japan, fat people aren't as common (stereotyping I know, but I have never seen a picture with a fat Asian in general, except sumo wrestlers), so the characters are skinny to appeal to their primary market.

I believe it's based on the fact anime is partly a way to get through the porn ban. (Ignorant western opinion here dears) so they try make all the characters sexually appealing.
