All first person shooters that don't depend on character build do. It doesn't make sense to say one takes more skill than the other unless hit boxes are crazy big or aim assist is insane.

Surprisingly gears of war. I didn't used to play multiplayer but with the beta it is obvious how much skill matters in that game.
