I have a device that turns any controller into a modded controller so you can do rapid fire. I rarely use it all since I got it to allow cross platform controllers to work on the system (arcade fight sticks is what I use it for). I have tested rapid fire in CoD and it works. When in destiny it only fires as fast as the gun can normally fire. I haven't done any more tests to see if actual modded controllers allow for it. From my tests though it seems Destiny seems to have some sort of counter to make sure the gun can only fire as fast as it is allowed to.

In Destiny a lot of your CoD people come over with their Mod controllers an lag switches, and zero light levels robbing us who don't need any kind of CRUTCHES to win a video game. How desperate can one be??

I have the same thing. Also only use it to cross controllers over if theres a need. I havent used it in months. But yes while playing around with it. I noticed the same bungie does have it set so the weapons will only fire so fast.

I said I have one but only use it if I need to use a PS4 controller on my xbox one or vice versa. I was only testing it out to see what it can do and if Bungie put in any kind of counter to keep the weapons from firing at a ridiculous rate of fire.

It is the Titan One since I am mostly on PS4 and wanted to make sure it worked with all my systems (PS3, PS4, and XBOX ONE).

Believe what you want. I am not making up stuff to repeat many before me. I am just sharing my experience with modded controllers and comparing how they work for rapid fire in both CoD and Destiny. The device is called the Titan One if you don't believe that I have such a device.
