Why won't the cryptarch decode my engrams?
See title. I don't have max glimmer and I have room in my inventory?

I assume it's because, come House of Wolves time, those engrams will turn into House of Wolves items. Think of it as each engram being a certain item at the time of the drop, instead of being randomly generated from the cryptarch. At least, that's what I think, anyway.
