Can a young adult woman wear pigtails without seeming weird?
By "the standard kind" I mean pulled to the sides like you see kids wearing.
Someone keeps asking me to do this I am undecided.

They can be fetishized (I myself even find them incredibly sexy on another girl) but they don't have to be. I wear them because I think they're cute. Sometimes I even roll them into a double bun. Sometimes I wanna be professional looking and intimidating and then other times I just wanna look adorable, ya know? Ultimately you do whatever you want with your own body and if people give you shit tell 'em to -blam!- off.

Yeah its totally fine. I've seen girls do this and it looks great. Besides who says that kids own a hair style? Be adventurous, you'll stand out and people will admire that you are staying young, playful, and crazy.
