Hi Red,
Can I have you disable port forwarding and enable UPNP? Port forwarding is not recommended in most cases and can introduce different connectivity issues.

Thanks for giving that a shot. You mention a TP-Link router, is this also the modem, or does this router sit between the modem and the console? If possible, can you remove the router from the equation and plug directly into the modem?

Edited by Salem Black: 1/13/2015 8:09:16 PMTP-link is the router/modem directly plugged at the console. btw about the forwarding, i just followed this guide: http://www.bungie.net/en/Help/Article/11931

Port forwarding isn't always recommended and often can introduce issue. Trying both with and without is a great test and I'm glad you are giving that a shot. I have a couple final suggestions I can offer here. First, try disabling any wireless settings on the TP-Link and unplug everything except the console. This means only the console is using your connection and no phones, computers, or other internet devices, wired or wireless. If you continue to experience issues, this may mean that expert troubleshooting from your ISP may be necessary.
