I don't think it's possible to max it yet. As some of the ghosts are either in the dlc area or glitched or haven't been added in yet.

I know of at least 1 glitches ghost that can't be accessed. Otherwise I'm just going to go for as much as I possibly can. A lot more to it than just finding the ghosts/cards.

There's 2 ghosts glitched for me I think. I was fortunate to get the one in the Bunker on Earth.

Idk this is why I'd like to start something like this group to figure out all the known problems and best strategies and necessary info. It would help be a 1 stop guide to becoming legend.

I highly doubt it will get off the ground. I maybe good at the in game stuff but all the stuff needed to create a full guide is going to need quite a few more diligent and dedicated people to work with.
