I personally only think it should be on persons, friendlies on always, but on enemy players it should only be shown when they take damage on pvp (for stealth reasons) . However for enemies I think the bar should only be shown on public events and/or major bosses. And most likely the bars should be toggled in the settings/options menu. Just my thoughts
