If all those pesky regulations were gone then the business wouldn't be in trouble and would be on it's merry way to rebuild. In another city. Probably another state. Maybe another country.

Regulation is currently killing businesses. They aren't going to use the loosening of regulation to destroy the economy and then bet that the economy is going tank and make money hand over fist.
