Try restoring licenses (above link), if that doesn't work you'll want to contact PSN.
As for the Annual Pass content, it has mostly been removed barring exceptions like some Exotic missions and Onslaught

Thanks for the link, unfortunately restoring the licences didn’t work. Yeah I know the annual pass stuff has gone, but I can no longer access the campaign or dungeons which is the issue. I’ll try PS support and hopefully bungie can chime in here in the meantime.

For the dungeon access issue at least, that's an issue they're aware of.
