When bungie said what they're doing to Hierarchy in their [url]https://www.bungie.net/7/en/News/Article/destiny_update_9_0_0_1[/url] TWID, it's not that they have lied, they have completely left out the crucial mechanical changes which completely kill Hierarchy as a usable exotic. Here is what was included in the TWID:

Since Hierarchy was never a popular exotic, to briefly go over it, you would get 6 stacks either by killing a monster or getting a headshot on it (fastest was 3 crit kills, 2 stacks each time x3), deploy a ring, get a buff called Prophetic Vector (catalyst) which gave you massive draw time and reload bonuses, shoot through the ring to get seekers which tracked to targets, dealt lots of damage and build your stacks for the next ring. The only issue with the exotic was that getting the initial 1st ring was clunky due to high base draw time of 756ms, but once you get your first ring going, given there are adds to shoot it had a ring gameplay loop. What have they done that was left out?
- Prophetic Vector [b]used to reset after every shot behind a ring[/b] - now it does not. Now it lasts 5 seconds, meaning if you want to comfortably use your bow you need to create a new ring every 4th second (wait for the 5th, you lose your draw time, it's clunky)
- You get less seekers now, this is a huge ad clear nerf
- Tracking was damn near removed from seekers, previously it would track to monsters inches away (on your screen) from where you were shooting, now you can shoot right next to a mob and it will go right past it.
- Only fully drawn arrows become seekers now, previously any arrow going through the ring became a seeker, this is a huge dps nerf
Prophetic Vector not resetting itself after every shot makes the exotic so clunky, and makes you wonder, what is the purpose of increasing the ring duration from 13 to 20 seconds when the buff only lasts for 5 seconds and creating a new ring now removes the old one? Oh it's to support other bows, except Le Monarque and Leviathan's, the only 2 bows someone would actually use in PvE do not work with Hierarchy.
If I had to guesstimate I would say its dps was more than halved, and its add clear potential is completely gone, you could put a ring in a Battleground GM and completely decimate the adds with it, now I wouldn't take this exotic to a patrol.
How to fix this:
- Revert the bow mechanically to its previous state, keep the ''body shots count as a stack'' change so that you can maintain your ring gameplay loop, as a balancing factor you can bring it back to 6 stacks, 2 shots would fill up your 6 stacks with bodyshots through a ring anyway. I guess keep the ring turning around you even though that's mostly visual, you could always just position yourself and hit whatever you wanted, suppose keep the buff other bows gimmick but make Leviathan's work with it at least. Overall a mechanical revert of this is needed, otherwise the bow is simply useless now, not that it barely seen any use previously.
Really, all that should've been done to make the bow better to play was making body shots count as a stack too, feels like they tried to turn it into some gimmicky support bow for other bows, but the 2 issues with that are - Hierarchy was never a support exotic, it out dps-es every primary in the game except Outbreak and had the best ad clear of them all, and second, no one uses bows in PvE anymore lol.=
