Ya, would be a huge waste if all the dungeons and raids arent given difficulty modifiers with EOF with tier gears.
My guess is they might slow roll them and call it “content”

While I’m excited for EoF, I can’t help but feel like Bungie hasn’t finished the job: no tier 5 exotics, and older content (hell, even the two most recent dungeons) not being fully integrated into the new tier system seems half baked. And then the legacy fireteam finder being removed, while the modernized one is clunky and less intuitive… EoF just seems unfinished. I get Destiny 2 is a live service game, but maybe finish the job?

If they do get tier gear, it probably won't be for at least a year. And even then, they'll only do one Raid a Season, like how they implemented weapon crafting into older Raids.

Kind of sad how this large bulk of activities will be stagnant for potentially years.
