SMS Validation Number Issue

Hello! My friend is having an issue trying to verify his account in order to play VOG and other activities in Destiny 2. He is receiving verification codes to his number but when entering these codes the prompt states "We've encountered an error". I've had him refresh the page, as well as enter my number even and it still says the same thing... Does anyone have any idea's??
