Hey there. That means that the Bungie Account you are currently using, is not the one you redeemed the emblem code to. The likely cause of that is that when linking, you detached your active platform account from an older Bungie Account (one that the code was redeemed to) and attached it to a newer Bungie Account, rather than linking the other platform accounts to the older Bungie Account.
When did you redeem the code? I know it's still available as of today, but is a 2018 emblem so you may have redeemed it a long time ago.
Your current Bungie Account is from 2023 so if you redeemed it before that, then it's almost certainly lost on an older Bungie Account.

It would have been redeemed around 2 years ago. I think it was when i swapped from my old steam account to my current one I must have messed up the process somewhere

Sounds right yeah. If you don't see it in your redemption history, it was almost certainly redeemed to another Bungie Account. If you swap Bungie Accounts and have an emblem on a character which is not owned by that Bungie Account, it can no longer be equipped, and if equipped already, shows as a standard Titan/Warlock/Hunter class starter emblem.

Is there any way to get it back if I don't have access to that account anymore or is re-purchase the only way?

Unfortunately, the only way would be getting another code.
