Its probably not it, but did you do the activities in the dungeon to collect the momentos? I forgot how this quest goes, but read into it a bit more, since the tangled shore is no longer used, you go and see Petra, and she gives you an item in your kinetic weapon spot. This new version is different from how I did it, but from what I read, after you get this kinetic item, you go in and kill the hidden bosses like usual

The only other thing I could recommend would be to store all your good gear/weapons off of one character, then delete it and restart. The only thing that you would lose is whatever is on your character when you delete it. So make sure you have trash guns, gear before doing so. (triple check that you do!) Once you get the character back going, you will be able to re-aquire your stuff from the vault. Downside, you would have to redo every quest/mission/campaign. But hopefully this would reset the quest for that character. Other than that, you might have to wait for Bungie to fix it. (I have fone this before to replay the storyline, plus you do get all the exp while replaying it all
