Hey there,
thank you for reporting.
We're aware of this issue and are investigating.
Steps 6 and 9 of the Drowning Labyrinth quest aren't able to be completed by some players. Due to this quest being a fix between character-scoped and account-scoped, if you have an alternate character and make progress on the quest, you need to play on that character to get back into the correct research paper level for your main character.

The OP is not asking about the drowning labyrinth quest. So please find a different automated reply. This is the 4th message problem in vespers host that has been around for months. Can bungie please acknowledge this problem? What they list in known issues is just a statement that it is not Bungie's problem and is not something that they think they need to fix. I have sent video evidence of its bugged state to BungieHelp through this forum weeks ago.

I just noticed the tag 🤣. That makes their response even worse. I agree we just need to keep bringing it up. That's all we can do at this point. But there may be a time soon where I don't purchase any expansions because of this.
