If you are using Nvidia, look into the software. About a month or two ago they forced the new app on my PC. I just got it working last night by having to reinstall it with a newer installer. I was getting lag in EVERYTHING except like 2 games. Crazy frame drops and stuttering. I was going from 144 frames down to 40 randomly. Not gradual changes but sudden dips.
