If you are talking about the Imperial Decree and the 3 class specific swords, those never dropped from there. They had to be focused at the War Table. It took me the entire extended season and over 300 engrams to get them all.

From activities in addition to focusing with the seasonal vendors. The reprised swords and shotgun were only ever exclusive to the vendor focusing and weren't added to a different source after the season was vaulted.

Seasonal activities. Seraph weapons drop from Spire of the Watcher. They are not red border. Vox Obscura drops weapons that can also be found in Throne World missions. Ikelos Weapons can drop from the Seraph Shield Mission. Presage can drop Opulent Weapons.

starcrossed drops undying weapons, so no reason for avalon to not drop levi weapons

One thing has nothing to do with the other. Revised Leviathan weapons were available since day 1 of Lightfall until Day 1 of Final Shape. It was a very long time. I'm sorry you missed it.

i'm confident they'll add it to avalon's rotator eventually and it drops... tusked allegiance armor, so clearly it's a little bugged
