Which annual pass did you buy?
The Final Shape annual pass edition doesn't give you the Witch Queen or Lightfall dungeon keys, they are separate purchases.
The TFS annual pass edition gives you the 3 Episode passes, this years dungeons (Vespers Host and the one next Episode), and some other items like Rahools Cache/Tessellation Catalyst etc.
