Seems like it'd be the intended function since both perks work off the base magazine size
Reconstruction can load up to 100% more magazine, so up to 2 Rockets
Envious Assassin loads up to 200% magazine, so up to 3 Rockets
Neither of these perks make those new values your base magazine size, since these are variable amounts at any given time while you're playing
Something like Bipod sets your base magazine to 2, since it's a new fixed amount. If you had something like Bipod + Envious, that could get up to six Rockets
Not saying they won't change it, but the perks are definitely working as they should

Here’s the explanation. Cold Comfort with envious assassin. Get a kill with primary. Swap to rocket. 2 rockets in tube. Swap back, to primary, get a kill, swap back to rocket, 3 in tube (we’ll forgo the finisher for the 4th). With I’d expect the envious reconstruction, if it’s going off base, to load 3 in the tube with that same rotation. It doesn’t. Caps it at 2. I went into this expecting to get 4 in the tube easier than Cold Comfort, but it won’t go above 2. Scenario 2, cause I did both. Get 10 kills, swap, 2 in tube (from reconstruction). Your base magazine size doesn't change outside of the stat screen. Anything above 1 Rocket is an adjusted magazine size(outside of Bipod), and doesn't affect further stacking for perks that also load off base magazine size Reconstruction loads to an extra 100% of your base magazine, so 2 Rockets in the tube. Envious can do up to 200% of your base, so 3 Rockets in the tube. Neither of these bonuses when applied are affecting the base magazine, they're an adjusted magazine If you truly can't get over 2 Rockets, it's possible that Reconstruction is preventing Envious from scaling up because the first adjustment gate is done without the perk. That part might be an actual bug, but loading 4 Rockets with how those perks currently work should not be possible Hope that all makes sense. Also that vid is a long walk for a drink of water lol

As stated, base 1 + 1 Reconstruction = 2BR 2BR + 1 Envious = 3 BRE That’s 200% the mag size so should cap envious, but it doesn’t. Not fishing for views if that’s what you’re insinuating. Just trying to show that I know a thing or two as I’ve seen a thing or two. In an ideal world, and from what Destiny tracker says, you’d be able to get 6. 1 + 1 reconstruction. Get 6 kills, swap back have 4 loaded. Swap back to your primary get 6 kills and swap back, and swap back to have 6 loaded. Not practical at all. Just something fun.

That should be a 4-rocket roll though. I was disappointed too. I feel, imo... since you have to kit for buff outside the weapon 4 rockets isn't OP.

Only with bipod+envious could you get 6 to fire before a reload is needed.

Right, but I’m not taking bipod as a perk that decreases damage is a wasted perk, IMHO. It’s not even going to the max if 3 in the tube with these two perks.

Crowning Duologue gets 3 in the tube with Envious and reconstruction. It’s not taking into account the 100% Envious rocket. But instead it’s taking the reconstruction rocket and the 200% envious rocket.

If something else fulfilled that job for it nothing more needs to be done. Both perks work like the Overflow perk with differences in what you need. Overflow procs by getting ammo bricks, envious procs by getting weapon kills (while stowed), and reconstruction procs by getting 0 shots fired in 4 seconds. i'm guessing is the issue is that those perks are not working when you swap loadouts. Also if you swap a piece of armor or a single mod it will reset the ammo given by bipod and recontruction. That's an annoying bug if you like to swap loadouts.
