Since you're able to receive communications from the game but the other way around doesn't work, I'm thinking this may be a routing issue from your ISP or trouble with your internet upload speed. As a first step, could you try checking your upload speed compared to your download speed and look for any major gaps between those two?

IDK ... I'm aware that my internet is not the best, but I've monitored the networking activity from D2 and it rarely if ever exceeded 1 MB/s.
