Similar situation. The mission glitched on me and I couldn't proceed. Tried to delete the quest and pick it up again only to notice you can't find it in the kiosk

My dude. Just go talk to Cayde lol. He'll give you the quest again. And for the bug, you have to run around in the cave for 10-15 minutes before placing the raid banner. No idea why but apparently it works.

Just learned completion of Wild Card is necessary to access the raid. Think we'll be locked out unfortunately
