So, seeing how every class exotic can get the Star Eater effect
Will there be new top damage super options? Or will it still be better to stick with things like Pyrogale?

It will absolutely elevate the other damage supers, we'll have to see how much the scalar is to see how much it shifts the damage meta though. If it's 1:1 with the current exotic, it should be a simple case of plug in the numbers to get a rough idea.
