Exotic Ciphers don't go to the postmaster if you already have the max of 5 or don't have any open consumables slots in your inventory. Xur will have a new Xenology quest when he returns next Friday.

But I have a lot of open consumable slots in my inventory and don't have any Exotic Ciphers. I think it's a bug
