Maybe a left field thought, but do you have cross play turned off? Destiny might consider Epic and Steam as different platforms. So if cross play is off, you’re only going to match with others using Epic.

Where do I find the cross-platform option? I did everything else I might as well check that too LOL I just deleted the cache folders and allowed them to be regenerated and that didn't fix the problem either

You can't turn off Cross-play on PCs, that is only possible on consoles.
