That's a rough bit of luck for you, truly, but in my experience, this is the unpredictable nature of live-service games. Bungie is currently trying to balance letting some enjoy the anarchy the glitch caused but at the same time they have to appease the players who want to have a fair run of the game they also paid for. I can only imagine it's like juggling flaming swords while blindfolded. I genuinely hope they get things up and running so you can score your Navigator, but as it happens, we'll all just have to be patient. Spamming the forum with your grievances won't get the problem resolved any faster and could very well lead to you getting a ban.
