Resetting the Artifact and unlocking all mods again will usually force the Triumph to start counting correctly. Since the Nightmare Harvester is no longer the active artifact, it can no longer be reset for that process at this time.

It was not known or mentioned last season that it's supposed to be reset so I fulfilled the requirement for the triumph but it will never be given and there is no way to fix it ?

The post is from the season before, at the time it worked for me without a problem. It also mentions unlocking on alternate characters should make it work, while I unlocked all mods on all 3 characters in Season of the Haunted and it still didn't help.
