Why not ?, in Halo 2 we got to play has Arbiter , even NPC Fallen dont use there lower limbs

Bad comparison. Halo 2 didn’t have armor that both had to fit in. Plus a lot of new animations would have to made for everything. They barely fix issues, think they’ll do all that?
