You can queue into it solo and you can wait for it to match you with a group that will likely teach the raid, or you can match as a group looking for players.
It’s been in beta since the start of D2 and can easily take 45+ mins to match someone. If you’re interested in raiding, it’s more efficient to just link up on LFG.

Since the START of D2? Surely a beta can't take that long to develop (I'm probably wrong but it feels like it should be out of that by now)

Yup, it’s been in since Leviathan. It’s likely just been abandoned.
