If I play a team sport, I am going to play against people of the same level, Tennis for example, there are grades, A-Grade, B-Grade etc. Mens A-Grade, Mixed, Women's etc. If you are going to play you want and pay money to play, you want value for money, so you join a club and you get matched against players of your skill level. If you play well, you might get promoted in season, or next season. Hell, you might even win a Flag.
This is where Bungie is going wrong. The current system, allows these other players to manipulate the system. Card based match making means the elite can reset their card and farm us lower players.

There are plenty who are doing this.
What Bungie needs to do, and THEY HAVE THE DATA TO DO IT. Is implement skill and card based match making, just like when joining a sports club.

Legend - 2800, Top 500 get a special image ranking.
Diamond - 2000, 2200, 2500
Platinum - 1600, 1700, 1850
Gold - 1300, 1400, 1500
Silver - 1000, 1100, 1200
Bronze - All Others
Basically, implement a system where if you are Silver I, II or III you can match up to say Gold I, once you hit Gold you can match up to Platinum I and so on. Bronze and Silver should not match Platinum and above. Once you hit Legend, only match Diamond and Legend.
Flawless Pool should come into play as soon as you go Flawless, or have enough wins in a row to go Flawless (stop card re-setters that are basically farming wins.)
Also, it is unfair, to match a 3-stack (that are using comms) against 3 solo queue players. Please also allow solo based match making so that those players who want to solo queue, can do so on an even playing field.
In the same spirit that you are implementing full auto for guns for accessibility, you should consider the above system.

I definitely think something like what you are saying that gives a visual representation of how often people should expect to play other people based at least somewhat on skill would make the game a lot more engaging for a wide variety of players. I might do it a little bit differently than what you suggest, especially for lower skilled players, but something like this should be in just about every mode in this game. That's not to say coming up with something of this sort would be easy. And... also have to point out that most of the time ELO from DT is a representation of how often you've been on the winning team and isn't always linked to how good you are.
