you may have to fully uninstall d2 and re-install to get it to install. per the help article:
"If BattlEye is denied to install, Destiny 2 will be unable to launch. If players uninstall BattlEye or try to launch Destiny 2 from its installation folder instead of Steam's launcher, they will receive the PLUOT error code when signing in."

I am reinstalling for the second time now, is there not an external link separate from the reinstallation process I can go to for a download for BattlEye?
