Allo there,
If your friend has disabled cross save then they'll need to wait 90 days as that is part of Bungie's cross save policy. If they haven't and they want to switch which account is the active account then get them to goto the below link and submit a request to Bungie to switch the active save account. This is at Bungie's discretion and may take a few days.

So basically if he did it you have wait 90 days there’s nothing that can be done?

Yes, if they have already disabled it then nothing can be done as that 90 day cooldown is Bungie's policy and won't be removed or shortened.
