The problem you fail to recognize is Bungie openly acknowledges they use a rotating meta and they are just doing what they always do. Super in depth balancing isn't their focus. Every three months it's "Here's some new toys, we made them good. Go play." Rinse and repeat.
The players response of shifting to what is the new best is just natural to the system put in place.

Just my opinion. They certainly aren't using it as an excuse though, they owned it and every nerf/buff cycle they make from season to season supports their rotating meta philosophy. Saying they aren't doing that and it's just an excuse for poor balance is just conspiracy lol.

They did the rotating META by design. They told us every weapon in the game would have it's moment to shine. Reasoning was they knew when D1 launched they were gonna have to "start over". D1 was a beta in it's entirety. They even said D1 was folklore. They even said they had no idea what the Darkness was. We know this was their reasoning for D1, it's what they stated. They thought they had it figured out. D2 is Humpty Dumpty. [spoiler]and nobody has put it together[/spoiler]

You can’t have every single archetype be balanced, rotating metas are very normal. No archetype in this game is unplayable, and I could hit legend/going flawless with any arch. In the game. It’s pretty decently balanced tbh. The “meta” is all slight advantage that people aren’t stupid enough to not use, and why should they be.
