I wouldn't say unfair. It's just a stupid requirement that promotes really toxic gameplay.

Lol i finshed all my ib bounties and got only 1 heavy kill😆😆🤷🏽

I think it took me around 20-25 games in total. First step took me 2-3 game and the last 2 steps took me 3 games total. The rest were held up by the power kills lol. Think I was in the same boat where I had completed all the bounties and still on the power kills step
