The players are the play testers.
All Bungie checks for are technical errors in implementation limited to signing into, and exploration within the game world. They don't play test every individual thing that may go wrong for everything in the game, that would be absurd.

Yeh it would be unrealistic to play test everything for sure. Games are too complex these days. However, I would say Bungie has a poor track record for playtesting, with both vex mythoclast and Prometheus lens destroying crucible balance from release. Any play testing beyond error checks at all would have revealed that startling imbalance.
