You need to complete the hunt and I am guessing it is probably something between 5-15% chance to drop. Heard a lot of people getting it in around 10 but others above 30.

Hopefully. It’s the cruel mistress that is RNG. I got 1K voices my first last wish and Anarchy on my 41st Scourge of the Past. Sometimes it’s good, other times terrible.
