You have to authentificate the account you want to have cross safe with as well.
F.e. linking Steam to your PS4 and play with your Steam characters on PS4.

This isnt cross safe. This is steam migration because battlnet no longer has destiny due to the split with activision. I cant tell you if this is still possible but just look up steam migration.
