I could only see this happening is if Energy weapons did significantly less damage to unshielded enemies compared to Kinetic weapons.

Kinetic weapons get more headshot damage and energy gets bonus damage when matching elements.

Yes, but it would have to be noticeable to a player without doing math in order to give them an incentive for picking at least one Kinetic weapon.
