Hi,
So my friend has been having an issue where pretty much no gear they receive drops above-level for them (they are 1006 base). I was thinking maybe it is a questline they haven't completed, would they have to do all the new light quests to get their loot to drop high? The occasional prime engram or blue drops 1 light level above, but like most people everything for me dropped high, blues and all. His primes only drop 1 level above, whereas mine at that level early thing season were dropping at least 3 levels above. He is majorly struggling to climb the levels and its putting him off the game, and I don't want him to ditch Destiny 2 just cause he can't climb. Any help would be majorly appreciated!

The soft cap is 1000. Once you hit 1000 the only gear that will drop above your power level come from the weekly challenges. So blues and normal legendary drops will drop at -3 to 0 of the player's base power level (power without the boost from the artifact). Powerfuls will drop anywhere from +1 to +3 of the player's base power level (power without the boost from the artifact). So it is normal that regular drops aren't doing anything for their power level. They need to be running the weekly challenges which are indicated on the Director with little gold circles.

Can you please provide your friend's Bungie.net account so that I may check to see? The "soft" cap is 1050, meaning any gear will naturally progress to attain this power level. The "hard" cap is 1060, meaning you will have to use the "pinnacle" sources to get to this power level. These rewards are the only means of going from the soft cap to the hard cap. These will always be +2 of your base power unless otherwise noted.
