It's seems they want the control over the player to tell what weapons to use in the meta rather then let the player to make that decision for themself whether it be the same weapon or not. Same goes for the armor. We might be seeing a lot of old D1 legendary weapons and armor coming to D2 a side from the vog weapons and armor but that's a big stretch.
