I'll add to that with Weekly Weapon Bounties for the 3 activity vendors.
2 bounties per vendor that give a weapon from that activity (i.e. Nightshade for Vanguard, Better Devils for Crucible, etc.) with gambit having one for base gambit set and one for Prime set.
The weapons offered change each week and the bounties work like ritual/pinnacle weapons with them being account-wide instead of per character.
Objectives consist of a combination of activity completions, enemies killed in activities, and more focused objectives like bosses defeated in strikes, Primevals/blockers defeated in gambit, or guardians defeated with supers in crucible.
This would help alleviate some of the grind that has really bogged this game down lately.

I agree that a system like this needs to be implemented. After all, a vendor is supposed to sell a customer merchandise that they know the customer wants not some random junk. The only place where players should see RNG is out while exploring the world and killing hordes of enemies. The only RNG that should be present at vendors are rolls and perks.
