I think it should be (legendaries included):
Most automatic weapons: overload
Most semi automatic weapons: unstoppable
Burst weapons, scout rifles, sidearms: anti barrier
Or alternatively do it based on weapon impact.
1-33: overload
34-66: anti barrier
67-100: unstoppable
All inherent, no mods needed.

Honestly, I kinda like having seasonal mods on rotating weapons. It shifts the PvE meta, keeping things fresh.

If you wanted a fresh pve experience, you should change which weapons you use personally. The current system forces players to use weapons they may not like, which isn't something bungie should be doing. We should be free to play how we want, not how bungie wants us to.

There should also be some diversity in perk options between ranged and close quarter combat weapons. Right now [i]EVERYTHING[/i] is about cqc... Hell, they nerfed snipers to reinforce CQC. Even so, sometimes it's good to shake things up. You never know, you might like playing with weapons you once ruled out. That was scouts for me... I still don't prefer them over pulses... or like most of the archetypes lol. But, I can appreciate them and do enjoy playing with them sparingly when they're good.
